Applications are invited from the eligible Central Government officers as per eligibility conditions
given below, who are willing to be considered for appointment on deputation basis to the post of
Joint Textile Commissioner (Economics), a General Central Service Group ‘A’ Gazetted post, in the
pay band 4 of Rs. 37400-67000/- + Rs. 8700/- (Grade Pay) (revised scale)/Rs. 14300-400-18300/-
(pre-revised scale) in the Office of the Textile Commissioner, Ministry of Textiles, Mumbai. The
post of Joint Textile Commissioner (Economics) in the Headquarter office Mumbai is to be filled up
at the earliest by the method of deputation /promotion basis.
2. The followings are the eligibility conditions for officers to be considered on deputation:
(a) (i) Holding analogous posts on a regular basis in the Parent Cadre or Department; or
(ii) With five years’ service in the grade rendered after appointment thereto on a regular basis in the
scale of pay of Rs. 12,000-16,500 (pre-revised) or equivalent in the parent cadre or department; and
(b) Possessing the educational qualifications and experience as prescribed below:
(i) Member of the Institute of Chartered Accountants of India or of the Institute of Cost and Works
Accountants of India or Membership of the Institute of Company Secretaries of India or equivalent,.
or Master’s Degree in Business Management with a specialization in Financial Management from a
recognised University or Institute or equivalent or Master’s Degree in Economics or Statistics or
Commerce from a recognised University or Institution or equivalent.; and
(ii) 10 years’ experience in Government Department or Semi Government Department or Government
Undertakings or Textile Research Associations in the field of Data Management or Data Analysis or
Market Analysis or Forecasting of Production or Consumption and other economic matters in the
relevant field out of which five years should be in a Managerial capacity.
(c) The Departmental Director (Financial Survey) with five years’ regular service in the pay scale of
Rs. 12,000-16,500/ (pre-revised) shall also be considered along with outsiders and in case he/she is
selected for appointment to the post, the same shall be deemed to have been filled by promotion.
The departmental officers in the feeder category who are in the direct line of promotion will not be
eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible
for consideration for appointment by promotion.
3. The period of deputation to the post (including the period of deputation in another ex-cadre post
held immediately preceding this appointment in the same or some other organisation/department of
the Central Government) shall not ordinarily exceed five years. The maximum age limit of applicants
for appointment by deputation shall not exceed 56 years as on the closing date of applications. The
terms and conditions of deputation shall be governed/regulated according to the normal terms and
conditions for deputation issued by Government of India from time to time.
4. Applications, in triplicate in the prescribed proforma, duly signed by the applicant, should be
forwarded only through proper channel. The application, in respect of eligible candidates, who can
be spared for taking up the assignment
selection, may be forwarded by the Cadre Controlling Authority duly verified / countersigned by the
Head of Office or an officer authorised to sign on his behalf, along with following documents:
(i) Cadre clearance in respect of the applicant.
(ii) Up-to-date Confidential Report Dossiers in original of the candidate or clear and legible
photocopies of the ACRs/APARs of the last 5 years at least duly attested by an officer not below the
rank of Under Secretary (pre-revised Rs. 10000-15200) or equivalent to the Govt. of India.
(iii) Integrity certificate signed by an officer not below the rank of Deputy Secretary to the Govt.
of India.
(iv) Vigilance Clearance Certificate indicating that no disciplinary or criminal proceedings are either
pending or being contemplated against the officer concerned; and
(v) A certificate indicating major/minor penalties imposed, if any, on the candidate during the last 10
years or a No Penalty certificate.

5. The Curriculum Vitae (CV) duly supported by documents will be assessed by the Selection Committee
while selecting candidates for appointment to post on deputation basis.
6. Officers who volunteer for the post will not be permitted to withdraw their names later on.
Applications received after the closing date or without documents mentioned above or otherwise
incomplete applications will not be considered.

7. The application in triplicate should be forwarded through proper channel to the undersigned of
